Another report shows that the railway undertakings (including infrastructure managers, e.g., DB Netz, and the train operators, e.g., DB Regio) in Germany paid more than EUR 161 million in contractual penalty payments to regional transport authorities in 2017.
The estimated maintenance cost of pantograph and catenary is EUR 8500 per km per year, which is almost EUR 4 Billion in Germany. Therefore the focused problem is the high maintenance cost and low uptime of the trains and the catenary-pantograph systems.
Infrastructure managers, train operators who are suffering from these problems, are the customers of this business. The infrastructure manager who owns the catenary is responsible for the quality of the catenary. The train operators pay access charges to the infrastructure managers.
